Wake County Orthophoto Specifications and Quality Assurance

Dates	September 2004 to December 2005
Description	Spatial Focus researched and prepared specifications for new digital color orthophotography. Work was done with Durham County to determine whether they should be part of a joint procurement, although it was later determined to work separately. The Request for Qualifications was prepared, and several vendors selected for further interviews. A vendor was selected, and negotiations were held to finalize the work scope, pricing, and schedule. Spatial Focus managed the selected vendor, including review of documents including flight plans, flight logs, survey monumentation, analytical triangulation, and related documents. Our photogrammetrist reviewed the photographic negatives from the aerial photography to insure compliance with the specifications. As the digital orthophotos were produced, Spatial Focus reviewed them to insure that the quality standards contained in the specifications were met. Spatial Focus worked with the vendor and the county to review all concerns and provide for resolution of any issues noted. All quality reviews were listed on an interactive website, available to both the vendor and client.
