Spatial Focus has assisted numerous clients in the development of specifications for orthophotography, planimetric, topographic and cadastral (tax parcel) mapping. Using industry-wide and nationally recognized standards for quality and accuracy, specifications are prepared with the client based on an evaluation of the mapping and data requirements. Clearly, there are trade-offs between higher accuracy and costs. It is important to obtain a high enough level of accuracy to insure that the mapping can be used for the purposes required by the client, but to recognize that budgets are limited, and that an excessively restrictive or extremely high level of accuracy may not be warranted.

In addition, Spatial Focus can develop specifications for the development of applications for use with GIS, or for the purchase of third-party products for use with the GIS and other enterprise products. Based on our knowledge of our clients' business processes, we tailor the requirements for such products and software to the client's needs.

Once the specifications have been developed, Spatial Focus can assist in insuring that qualified vendors are invited to respond to the Request for Qualifications and Request for Proposals. Our team works with the client to conduct pre-bid meetings, and to respond to questions received from potential bidders. Once the bids have been received, Spatial Focus can assist the client in reviewing the bids, developing a "short list," and interviewing the finalists. Evaluation of the interview sessions and proposal documents with the client provides an objective review of what will be provided by the vendor, what the vendor's and client's responsibilities are, and what the project schedule will be.

Once the contract is negotiated, Spatial Focus can manage the vendor's activities, insuring compliance with deliverable products, schedules, payment requests, testing and acceptance of products.
