| Description | Spatial Focus was retained by Florence County to assist them in moving from a basic GIS system to an enterprise GIS. Initial stages included the preparation of a GIS Implementation Plan, development of specifications for cadastral mapping, review of orthophotography provided by the PeeDee Regional Council, and assistance in management and quality assurance for the cadastral mapping program. In addition, Spatial Focus developed a Master Address Repository for Florence County. Spatial Focus assembled address data from the Tax Assessor, E-911, Voter Registration, Schools, utilities, and GIS and standardized and cleaned it. A master list of all known street names was created for use in validation. A point was created for each address in the County. The geoauditing process compared addresses as they have been located with the tax rolls, customer lists, and franchise lists to determine whether every address was being appropriately taxed or charged for services. Spatial Focus was retained by Florence County, South Carolina to assist in performing an Existing Land Use survey of the County through a grant obtained from the Department of Homeland Security. The County mapped all land uses by parcel, and utilized this information to create a database of properties that created risk for emergency incidents (storage of hazardous materials, manufacturing sites, large employment sites, transportation facilities such as the airport, etc.), as well as identifying sites where there were concentrations of citizens, especially those unable to move themselves if an incident occured. These sites included schools, day care facilities, nursing homes, hospitals, theatres, churches, and other places where a large number of people might be at risk during an emergency. These data, and the maps that can be created from them were provided to the Emergency Management Authority, Sheriff, police, fire and Emergency Medical Services departments. In addition, Spatial Focus was retained to conduct quality control of the parcel data being converted from the County's existing paper tax maps and deed/plat records. Over 60,000 parcels were checked during this process. |
